New prescription drug process for MyRetiree Plan covered members 65+ living in Alberta

ASEBP is implementing changes in response to Bill 11, the Health Statutes Amendment Act.

Starting October 1, 2026, ASEBP will implement changes to the MyRetiree Plan in response to the Government of Alberta’s Health Statues Amendment Act (Bill 11). These changes apply to MyRetiree Plan covered members and dependants age 65 and older who live in Alberta.

The key changes include:

• A new prescription drug claims process for impacted covered members and dependants.
• Redirection from ASEBP’s Drug Inquiry Tool to Alberta Blue Cross’s Interactive Drug Benefit List for drug coverage information.
• A requirement for impacted covered members to provide proof of address if they move outside Alberta.

MyRetiree Plan new prescription drug process

Under the Health Statutes Amendment Act, ASEBP will become the primary payor for prescription drug claims for MyRetiree Plan covered members and dependants age 65 and older who live in Alberta. The Government of Alberta’s Coverage for Seniors plan will become the payor of last resort.

As a result, impacted covered members and dependants will follow a new prescription drug claims process.

ASEBP MyRetiree Plan changes

Beginning October 1, 2026, impacted MyRetiree Plan covered members and dependants will have their prescription drug claims processed in one of two ways, depending on whether the drug is on the Alberta Drug Benefit List (ADBL).

• If the prescription drug is on the ADBL, your coverage will change to 30 per cent of the drug’s costs to a maximum of $35 per eligible claim for both Core and Enhanced plans. Impacted covered members should see minimal changes to out-of-pocket costs as the Coverage for Seniors will provide additional coverage.
• If the prescription is not on the ADBL, your coverage remains unchanged, meaning 70 per cent of the drug’s cost per eligible claim is covered under the Core plan, and 100 per cent of the drug’s cost per eligible claim is covered under the Enhanced

Existing special authorizations for a drug that is on the ADBL will continue at the current coverage level, if the criteria continue to be met, and renewals are completed for the same drug.

Drug Inquiry Tool impacts and the Interactive Drug Benefit List (iDBL)

ASEBP’s Drug Inquiry Tool on My ASEBP will not immediately reflect these coverage changes to prescription drugs on the ABDL. The Drug Inquiry Tool will be removed from My ASEBP as of October 1, 2026, for impacted covered members while ASEBP works diligently to update the coverage changes.

In the meantime, impacted covered members can use the online ADBL, also known as the Interactive Drug Benefit List (iDBL), to verify if their prescriptions will be impacted.

A link to the iDBL will be provided on ASEBP’s Drug Inquiry Tool in your My ASEBP account, or you can visit it directly at idbl.ab.bluecross.ca. Use any of the following criteria to search for eligible prescriptions:

• Generic Name
• Brand Name
• Drug Identification Number (DIN) or Product Identification Number (PIN)

Alternatively, impacted covered members can speak with their pharmacists to confirm their prescription coverage.

Proof of address requirement

Once the Health Statutes Amendment Act is in effect, any impacted covered member moving out of Alberta will need to fill out the MyRetiree Plan change request form and provide proof of address.

One of the following options can be provided as proof of address:

• Provincial health card, showing issue date and expiration date
• Driver’s license or other ID card equivalent, showing address, issue date, and expiration date
• Interim licenses and IDs are allowed (so long as address, issue date and expiration date are present)

The ability to update addresses outside of Alberta through My ASEBP will be disabled for impacted covered members,

Update Your Address

If you are impacted by these changes, ASEBP recommends confirming your address before the Health Statutes Amendment Act changes take effect to help avoid interruptions to your coverage.

You can update your personal information through My ASEBP or by contacting an ASEBP benefit specialist at 1-877-431-4786 or benefits@asebp.ca.

Apply for the Coverage for Seniors Program

Enrolment in the Government of Alberta’s Coverage for Seniors program is not automatic. All MyRetiree Plan covered members and dependants age 65 and older who live in Alberta must register for the program directly with the Government of Alberta to activate coverage.

If you are impacted by these changes and have not yet registered—or if you are turning 65 soon—ASEBP recommends applying for the Coverage for Seniors program before your 65th birthday to access additional drug coverage at no cost.

If you do not enrol in the program by age 65, you may experience delays in drug claim processing and higher out-of-pocket costs.
